David Edward Milligan entered peacefully into rest in Oakland, California on July 25, 2021. He was 74 years old.

Born June 1, 1947 in New York to parents Pearl and David Milligan, David worked in the Merchant Marines for over 40 years. He is survived by his beloved wife Felisa and many other loving family members and friends, and will be deeply missed.
